Jinghong Island (Sin Cowe Island), which lies in the northwest of Jiuzhang Qunjiao (Union Banks and Reef) of Nansha Islands (Spratly Islands), was occupied by Vietnam in 1973. After the reunification of Vietnam in 1975, it has been a Vietnamese-occupied island up to today. It is oval in shape, about 650m in length, 500m in width, and lies from the northeast to southwest.

Since 2014, Vietnam has started the reclamation of sea and construction of a harbor basin, which has covered an area of 0.11km2.

From 2016 to 2018, about 10 buildings of various kinds have been built, including facilities such as a harbor basin, a wharf, a helipad, a lighthouse, and etc.

In 2020, Vietnam further fortified the islands with bunkers and missile launchers (suspected).
